Bought used fobo bike 2 that was not released

Does anyone know if the previous owner can release the fobo 2 sensors that I bought from him without having the sensors in hand? If not is there a way I can do it. Guess he did not know that they had to be released prior to selling them. Thanks Hate to ship these back just so he can release them and them ship to me again.
